Reviewed code of ethics from Eugene SD example and OCSD documents.
Determined Eugene 4J code of ethics was to be used by OCHS Site Council with some changes. See changes here: OCHS Site Council Code of Ethics Adoption 2022-23
Defined roles within the Site Council:
Principal - In consultation with parents, teachers and other staff shall facilitate the establishment of and shall assist in the operation of the site council and be responsible for providing the advice necessary to enable the council to operate within the Oregon Education Act for the 21st Century and its regulations, Oregon City School Board policies, operating procedures, and contractual agreements. The principal works with the site council toward common goals of school improvement and carries to the council the vision for the school. The principal helps the council contribute to the discussion on school improvement in the context of the whole school, the school district, and the state of Oregon.
Chair - Will be a staff member from school to streamline communication and interacting with administration, students and staff. Their fundamental duties will include: Establishing the meeting agenda; Assuring a comfortable atmosphere; Assuring there is a recorder or secretary keeping the minutes of the meeting and that the minutes are published in a timely manner;
Allowing input and involvement by all members of the council; Clarifying and summarizing during site council discussion; Ensure that non-council members’ issues within the parameters
of the site council responsibilities are included in the agenda for site council discussion; and ensures that the open meeting law is followed.
Co-Chair - To work in collaboration with the chair assisting them in all their responsibilities and acting as chair in the absence of them.
District Liaison - Will be a student from school who communicates the good work of the Site Council and relays input from the board to the council
Recorder - Record and organize meeting notes in compliance with public reporting laws
Additional discussion and determinations about roles and terms:
No one should serve on the Site Council for more than 4 years.
If 3 consecutive meetings are missed a member could be removed from their position.
It is most important for the chair and co-chair to have staggered terms. Other position turnover most likely will happen naturally.
The chair and co-chair should not occupy the same role within the community (e.g., teacher chair and a teacher co-chair or parent chair and parent co-chair).
A new chair must be somebody who was on the Site Council the previous year.
