BENEFITS OF THE BILITERACY SEAL
● Receive HS World Language credit
● Increased college and career readiness
PROCESS
1. HS staff identify students meeting some or all requirements
2. Students take/retake assessments, as needed
3. High School staff submits a list to ODE on May 1st, June 1st, September 15th, and November 15th.4. OCHS receives certificates and Seals from ODE
5. OCHS records Seal on transcript
6. OCHS affixes Seal on diplomas and awards certificates to students
7. Graduates who qualify for the Seal through AP scores received over the summer will retroactively receive the award in the fall.
QUALIFYING ASSESSMENTS FOR LANGUAGES OTHER THAN ENGLISH
STAMP 4S: 6 or higher in all 4 domains taken no more than 4 calendar years prior to the graduation year
AP Language and Culture: 4 or higher
QUALIFYING ENGLISH LANGUAGE ASSESSMENTS
AP Literature: 3 or higher composite
plus Listening & Speaking in another assessment
STAMP 4S: 6 or higher in all 4 domains
taken no more than 4 calendar years prior to the graduation yearELA OSAS Summative Assessment: 3 or higher
plus English Listening & Speaking in another assessment
ELPA21 or ELPA Screener: 4 or higher (taken in high school years)
OAR 581-021-0582 - Established April 2016, Updated 2021:
(1) The State Seal of Biliteracy is established to recognize high school graduates who have attained a high level of proficiency in reading, writing, listening, and speaking in one or more World Languages in addition to English. The State Seal of Biliteracy shall be awarded by the Superintendent of Public Instruction. School district participation in this program is voluntary.
(2) The purposes of the State Seal of Biliteracy are as follows:
(a) To encourage students to study languages
(b) To certify attainment of Biliteracy
(c) To provide employers with a method of identifying people with language and Biliteracy skills (d) To provide post-secondary institutions with a method to recognize and give academic credit to applicants seeking admission
(e) To prepare students to be college and career ready
(f) To recognize and promote world language instruction in public schools
(g) To strengthen intergroup relationships, affirm the value of diversity, and honor the multiple cultures and languages of a community
